This bill amends Chapter 15D of the General Laws to require the Department of Early Education and Care to develop performance specification standards for prohibiting or severely limiting the use of suspension and expulsion in early childhood programs, to be implemented by January 1, 2019. The standards must include benchmarks and goals for supporting children's social-emotional and behavioral development, steps to be taken before suspension or expulsion, communication of discipline policies, incentives for programs to access technical assistance, and reporting requirements. The goal is to reduce the use of exclusion as a disciplinary tool and eliminate disparities in the use of suspension and expulsion in early childhood settings.
