This bill changes the laws regarding consumer products so that certain individuals and businesses have a right to repair information from certain manufacturers. The key provisions include: 1. Owners of products purchased or used in Missouri have the right to access the same diagnostic and repair information that manufacturers make available to independent repair facilities or authorized repair providers, as well as the right to purchase service parts on fair and reasonable terms. 2. Authorized repair providers have the right to purchase diagnostic, service, or repair information in a standardized format from manufacturers if the manufacturers sell such information to independent repair providers or third-party providers in a standardized format. 3. Owners and independent repair facilities have the right to purchase from manufacturers all diagnostic repair tools, incorporating the same diagnostic repair and remote diagnostic capabilities that the manufacturer makes available to its own repair or engineering staff or authorized repair providers, upon fair and reasonable terms. 4. Manufacturers are not required to divulge trade secrets and must provide access to information necessary to reset security-related electronic functions. The bill also outlines a process for independent repair providers or owners to file complaints against manufacturers and establishes enforcement and penalties by the state Attorney General.
