This Concurrent Resolution proposes an amendment to the New Jersey Constitution that would allow the state legislature to require that parents or legal guardians be notified before their unemancipated minor or incompetent child undergoes any medical or surgical procedure or treatment related to pregnancy, regardless of any other rights or interests that might exist under the Constitution. "Unemancipated minor" refers to a child who is not legally independent of their parents, and "incompetent child" refers to a child who lacks the mental capacity to make decisions. This proposed amendment, if approved by voters, would be placed on the ballot for public consideration at the next general election.
