This bill would allow municipalities to obtain credits toward the fulfillment of their fair share affordable housing obligations for transitional housing reserved for certain veterans. Specifically, the Council on Affordable Housing (COAH) would be required to credit 1.5 units toward a municipality's fair share obligation for each unit of transitional housing occupied by a low or moderate income veteran who had active service during a time of war, as defined by current law. The bill defines "transitional housing" as housing with supportive services that facilitate the movement of individuals and families who are homeless or lack stable housing to permanent housing within a fixed amount of time, generally up to 24 months. The units of transitional housing must be subject to affordability controls for at least 10 years.
