This bill adds to and amends existing law to provide for interstate health insurance sales and to authorize out-of-state insurers to sell health insurance in Idaho under certain conditions. Specifically, the bill allows foreign insurers licensed and authorized to sell individual or group accident and sickness insurance in another state to offer and sell such policies in Idaho, as long as they provide the mandatory coverages required by Idaho law. The bill requires these insurers to obtain a certificate of authority from the Idaho Department of Insurance, agree to have any disputes governed by Idaho law and resolved in Idaho, and comply with various other requirements, such as paying fees and assessments and participating in the state's high-risk reinsurance pool.
