This bill adds a new section to existing Idaho law to establish provisions regarding rural education support networks. The key provisions are: 1. It authorizes the establishment of rural education support networks, which are opt-in groups of at least six school districts, with the majority being rural districts. These networks facilitate the coordination and sharing of education resources, services, and information among members, assist in finding and procuring additional resources, and seek to improve the impact of existing resources. 2. Each network has a director selected by the member districts, who is responsible for diagnosing and addressing members' educational needs, facilitating collaboration, reporting on the network's educational impact, and coordinating the use of available funds. 3. The Superintendent of Public Instruction must provide funding for one network in fiscal year 2019, and may establish additional networks in subsequent years. Funding can be used for the director's salary, other staff, and procurement or provision of educational services and resources. 4. The State Board of Education must promulgate rules for the administration and implementation of this new section on rural education support networks.
