This Resolution establishes a House Study Committee on Evaluating and Recommending on Continuing or Abolishing Daylight Saving Time, which will consist of five members of the House of Representatives appointed by the Speaker, along with five additional members representing key sectors like agriculture, energy, economic development and tourism, education, and transportation. The committee's primary role is to study issues related to Daylight Saving Time and propose any necessary actions or legislation, with the authority to hold meetings as needed. Members who are part of the General Assembly will receive standard allowances, while other state officials and employees may be reimbursed for expenses, and non-governmental members will receive a daily expense allowance and mileage reimbursement, with limitations on the number of days for which these are provided. Funding for the committee's operations will come from the House of Representatives' appropriations, except for reimbursements to state officials and employees, which will be covered by their respective agencies. The committee is required to submit a report of its findings and recommendations, including any proposed legislation, to the Clerk of the House of Representatives by December 1, 2018, provided the report is approved by a majority vote of a quorum; if no approved report is finalized, the chairperson may submit meeting minutes instead.
