This bill aims to reduce traffic fatalities by implementing several key provisions. It requires certain large vehicles, such as those over 10,000 pounds GVWR, purchased or operated by the Commonwealth to be equipped with lateral protective devices, convex mirrors, and crossover mirrors to improve visibility and safety for vulnerable road users. The bill also lowers the speed limit on state highways or parkways inside thickly settled or business districts to 25 mph for a distance of one-eighth of a mile. Additionally, it requires the development of a standardized analysis tool to report crashes involving cyclists or pedestrians, and mandates that drivers yield the right-of-way to bicyclists crossing at designated bicycle crossings. Finally, the bill specifies that drivers must pass vulnerable road users, such as pedestrians and cyclists, at a safe distance of at least 3 feet when traveling at 30 mph or less, with an additional foot of clearance for every 10 mph above 30 mph.
