Bill Summary

This bill would require State governmental entities to source separate and recycle any aluminum, corrugated cardboard, glass, paper, or plastic waste generated at buildings and facilities owned, leased, or operated by the State. Under the bill, every State entity would also be required to establish procedures for the collection and storage of any materials to be recycled under the bill, and make necessary contractual arrangements for the collection, transportation, and recycling of those materials. State entities would be required as well to provide adequate receptacles, signage, information, education, and staffing at buildings and facilities owned, leased, or operated by the State entities to ensure compliance with the bill. The Department of the Treasury, in consultation with the Department of Environmental Protection (DEP), would be required to prepare and distribute guidance to assist State entities with compliance. In addition, the Department of the Treasury and the DEP would be required to work with the Administrative Office of the Courts and the Legislature to ensure compliance with the requirements of the bill by the Judicial and Legislative Branches of State Government, respectively.
