This bill, the Maternal Opioid Treatment, Health, Education, and Recovery Act of 2018, aims to address the use of opioids and substance use disorders among pregnant women and babies. It requires the Center for Substance Abuse Prevention to develop educational materials for clinicians to use with pregnant women for shared decision-making regarding pain management during pregnancy. It also directs the Center for Substance Abuse Treatment to implement and disseminate the recommendations in the Protecting Our Infants Act: Final Strategy report, and support public-private partnerships to assist with education and support of pregnant women and healthcare providers. The bill also amends the Public Health Service Act to expand treatment services, including referrals, for pregnant and parenting women with opioid use disorders and their infants, and requires the Secretary of Health and Human Services to submit a report on the implementation of the strategy relating to prenatal opioid use and neonatal abstinence syndrome.
