Bill Summary

Ensuring Access to Quality Recovery Living Act of 2018

AI Summary

This bill directs the Secretary of Health and Human Services, through the Center for Substance Abuse Treatment, to publish and disseminate best practices for operating recovery housing. The best practices are to be based on the standards and guidance of the National Alliance for Recovery Residences, as well as input from other stakeholders and Federal agencies. The bill also requires States to follow these best practices as a condition for receiving certain grants or contracts related to recovery housing, and allows the Secretary to provide technical assistance to States seeking to adopt or implement the best practices. Recovery housing is defined as a family-like, shared living environment free from alcohol and drug use, focused on peer support and access to services that promote sustained recovery from substance use disorders.
