This bill, the Speed Warrior Outcomes, Research, Detection and Diagnosis Act of 2018 (SWORDD Act of 2018), directs the Secretary of Defense to submit a plan to Congress for improving traumatic brain injury (TBI) and post-traumatic stress (PTS) research. The plan would aim to accelerate cooperative research, development, and the fielding of breakthrough therapies for TBI and PTS by the Defense Health Agency in collaboration with the National Institutes of Health, the Department of Veterans Affairs, major universities, and private firms. The plan would also describe the Department of Defense's strategy to leverage existing other transaction agreements to encourage financial collaboration and accelerate the development of these therapies, as well as new processes to expedite scientific research and the delivery of these breakthrough treatments to the military and veteran populations.
