This bill requires the Centers for Medicare & Medicaid Services (CMS) to carry out a 5-year demonstration project to evaluate alternatives to using opioids to treat Medicare enrollees in hospital emergency departments. The project will provide incentive payments to participating hospitals for decreasing opioid use and increasing the use of opioid alternatives. The Secretary of Health and Human Services will select 30-50 diverse hospitals with emergency departments to voluntarily participate in the project, which will monitor performance on at least 5 designated conditions or symptoms. The Secretary will also provide participating hospitals with a description of clearly defined alternative treatments to opioids. The bill also requires the Secretary to submit several reports to Congress on the progress and outcomes of the demonstration project.
