This bill, the Supporting Infant Plans of Safe Care Implementation Act, provides grants to states to improve and coordinate their response to ensure the safety, permanency, and well-being of infants affected by substance use. The bill amends the Child Abuse Prevention and Treatment Act to authorize the Secretary of Health and Human Services to make grants to states to help child welfare, social services, substance use treatment, public health, and maternal and child health agencies work together to develop, update, and implement plans of safe care for these infants. The grants can be used for a variety of activities, such as improving screening, assessments, and access to treatment, as well as training professionals and establishing partnerships. The bill also requires states receiving grants to report on certain outcomes, and the Secretary to provide an annual report to Congress.
