This bill establishes a commission on school and community-based behavioral health promotion and prevention to advise the state on policies, practices, and programs to promote positive mental, emotional, and behavioral health, and prevent mental health and substance use disorders. It also creates a school and community-based behavioral health promotion and prevention trust fund to provide grants to schools and community organizations for evidence-based programs. The bill requires the state to provide remote consultations to health care providers on substance use disorder and chronic pain management, and mandates that acute care hospitals and satellite emergency facilities maintain protocols and capacity to offer opioid agonist treatment to patients who have experienced an opioid overdose. It also makes various changes to laws regulating the prescription of controlled substances and the licensing of substance use treatment facilities.
