This bill, the Sexual Trauma Response and Treatment Act of 2018 or START Act of 2018, authorizes the Secretary of Defense to carry out a pilot program to assess the feasibility and advisability of using intensive outpatient programs to treat members of the Armed Forces suffering from post-traumatic stress disorder (PTSD) resulting from military sexual trauma. The pilot program will be carried out through partnerships with public, private, and non-profit healthcare organizations and institutions that provide care to members of the Armed Forces and their families. The organizations will provide evidence-based treatment for PTSD, traumatic brain injury, substance abuse, and depression. The bill requires the Secretary to establish metrics to evaluate the effectiveness of the pilot program and submit initial and final reports to Congress on the program's implementation and outcomes.
