This bill grants retroactive membership in Tier IV of the New York State and Local Employees' Retirement System to Shawn Coveny, an employee of the New York State Department of Corrections and Community Supervision. Coveny was employed as a seasonal New York State park aide in 2008 but, through no fault of his own, failed to become a member of the retirement system at that time. The bill allows Coveny to be deemed a member as of May 31, 2008, provided he files a written request with the State Comptroller within one year of the bill's effective date. The bill also specifies that Coveny's previous contributions will not be returned or refunded, and that the state will bear the past service costs of implementing the provisions.
