This bill: - Establishes the "America's College Promise Act of 2018" to provide grants to states and Indian tribes to make 2 years of community college free for eligible students, and to provide grants to minority-serving institutions and historically black colleges and universities to encourage student enrollment, improve completion rates, and support student success. - Creates the "National Public Service Education Grant Program" to provide debt-free undergraduate education to students who commit to work in public service jobs for at least 3 years after graduation. - Expands and accelerates the existing public service loan forgiveness program by providing up to 30% loan forgiveness for borrowers after 2, 4, 6, 8, or 10 years of public service employment. The bill aims to increase access to higher education, eliminate barriers to careers in public service, and support student success and loan forgiveness for public servants.
