Bill Summary

This bill provides earned time credits to reduce the parole eligibility date for inmates who participate in substance abuse treatment programs. Under current law, an inmate may receive certain credits that reduce the inmate's parole eligibility date if he or she has not been sentenced to a mandatory minimum term of imprisonment. In addition to other credits, an inmate may receive commutation credits, also known as good time credits, which are determined based on a statutory schedule. This bill provides that in addition to any other credits that an inmate may receive, the commissioner is to award an inmate 1.5 times the number of commutation or good time credits that an inmate is entitled to receive under current law during the period of time that an inmate is participating in a full-time substance abuse treatment program.
