This bill, the Choose Medicare Act, would establish public health plans called "Medicare Part E" that would be available in the individual, small group, and large group markets. The plans would cover the essential health benefits and all items and services covered under Medicare, as well as provide gold-level coverage and cover abortion and other reproductive services. The bill would make these plans available on the federal and state health insurance exchanges, and allow employers to voluntarily offer them in the small and large group markets. The bill also includes provisions to protect Medicare beneficiaries from high out-of-pocket costs, allow the government to negotiate lower prescription drug prices, enhance premium assistance subsidies, and establish a reinsurance program for the individual market. Additionally, the bill would expand the Affordable Care Act's rating rules to the large group market.
