This bill proposes the following key provisions: It would regulate the importation, manufacture, possession, sale, or transfer of "semiautomatic assault weapons" and "large capacity ammunition feeding devices" by generally prohibiting their purchase, sale, or possession, with certain exceptions. The bill defines these terms and provides a list of firearms that would be classified as "semiautomatic assault weapons." It also requires that semiautomatic assault weapons and large capacity ammunition feeding devices be marked with serial numbers and production dates. The bill allows for the continued possession of weapons lawfully owned prior to the bill's enactment, and provides limited exceptions for law enforcement, military, and other authorized uses. It also requires background checks for all transfers of "grandfathered" semiautomatic assault weapons between unlicensed parties. Additionally, the bill allows states to use certain federal grant funds for buy-back programs for semiautomatic assault weapons and large capacity ammunition feeding devices, and directs the Bureau of Alcohol, Tobacco, Firearms, and Explosives to develop a framework for evaluating and classifying firearms based on lethality as well as establish a database for tracking mass shootings and the firearms used.
