This bill, the Clarity on Small Business Participation in Category Management Act of 2018, amends the Small Business Act to require the Administrator of the Small Business Administration to include additional information in the report to Congress and the President on small business participation in "best in class" contract designations, which are high-performing contracts identified by the Office of Management and Budget. The new reporting requirements include the total amount of government-wide spending in each "best in class" designation, as well as the number and dollar amount of contracts awarded to specific types of small businesses, such as HUBZone, woman-owned, service-disabled veteran-owned, and socially and economically disadvantaged small businesses.
