Bill Summary

Federal Jobs Guarantee Development Act of 2018

AI Summary

This bill, the Federal Jobs Guarantee Development Act of 2018, would establish a pilot program to provide competitive grants to eligible entities (political subdivisions, tribal entities, or combinations thereof) with high unemployment rates to create job guarantee programs. These programs would guarantee a job for every qualifying individual (aged 18 or older) within the served area, with a minimum wage, health insurance, and paid family and sick leave. The Secretary of Labor would oversee the program, including providing guidance to federal agencies to make jobs available, reimbursing agencies for the costs, and conducting audits and an evaluation of the program's impacts on employment, poverty, health, and other economic indicators. The bill would also expand the Work Opportunity Tax Credit to include participants in the job guarantee programs.
