This bill proposes to expand the background record check procedures of the Department of Early Education and Care (DEEC) to include adoption and foster placement agencies licensed by the department, as well as individuals with unsupervised access to children in programs receiving federal funding. The bill requires fingerprint-based checks of state and national criminal history databases for all current and prospective employees, interns, and volunteers in DEEC-licensed or funded programs, as well as individuals providing transportation services. It also grants DEEC access to sex offender registry information and allows the department to obtain criminal history and abuse/neglect records from other state agencies. The bill establishes a provisional employment status for certain candidates pending the completion of background checks and allows the department to issue provisional licenses or approvals in certain circumstances. The bill also sets forth regulations around the timing, scope, and nature of DEEC's background check process.
