This bill amends the Higher Education Act of 1965 to require institutions of higher education to implement evidence-based programs to prevent alcohol and substance misuse by students and employees. The bill requires the Secretary of Education to enter into an interagency agreement with the Department of Health and Human Services to establish criteria and best practices for these programs. The bill also expands the types of activities that can be funded under existing grant programs to include recovery support services, integrated mental health and substance use disorder services, and education on recognizing and responding to substance use disorders. The amendments to the law are effective immediately, except for the changes to the program requirements which take effect two years after the bill's enactment.
