This bill proposes to eliminate the "family cap" within the Transitional Aid to Families with Dependent Children (TAFDC) program. The "family cap" is a policy that limits the increase in benefits for families when additional children are born while receiving TAFDC assistance. The Governor, however, has returned the bill unsigned, stating that eliminating the "family cap" without making other accompanying changes to the TAFDC program could have the unintended effect of reducing incentives for TAFDC recipients to return to work. The Governor has proposed an alternative amendment that would eliminate the "family cap" and also require that adult Supplemental Security Income (SSI) be counted in the eligibility calculation for TAFDC, to align income determinations under TAFDC with the federal Supplemental Nutrition Assistance Program.
