This bill amends Title XVIII of the Social Security Act to improve home health payment reforms under the Medicare program. The key provisions are: 1. It prohibits the Secretary of Health and Human Services from making certain budget neutrality adjustments related to the implementation of changes to the home health payment system under the Bipartisan Budget Act of 2018. 2. It requires the Secretary to use observed evidence, such as statistically valid data from recent cost reports and claims, to determine any temporary increases or decreases in home health expenditures attributable to the 2018 payment system changes. If the temporary increase or decrease does not exceed 2% in a given year, the Secretary must apply the full amount in the next calendar year's payment update. If it exceeds 2%, the Secretary must phase in the change gradually in equal amounts not exceeding 2% per year. 3. The amendments made by this bill take effect as if they were included in the original 2018 Bipartisan Budget Act provision that changed the home health payment system under Medicare.
