This bill exempts certain health care projects of the District of Columbia and District Hospital Partners, LP, doing business as George Washington University Hospital (GWU Hospital), from the Certificate of Need process. Specifically, it allows for the acquisition of equipment and construction of a 200-bed hospital on the St. Elizabeths Hospital Campus, the acquisition of equipment and development of an additional 200 licensed beds for GWU Hospital, and the acquisition of equipment and construction of health care facilities, including urgent care and ambulatory care facilities, in Wards 7 and 8 by GWU Hospital or Universal Health Services. The bill also requires the execution of a contract between the District and District Hospital Partners, LP, with various provisions related to the East End Hospital, including workforce development and hiring preferences for certain employees. The bill is subject to appropriations and will become effective upon approval by the Mayor, a 30-day congressional review period, and publication in the District of Columbia Register.
