Bill Summary

Health Savings Modernization Act of 2018

AI Summary

This bill, the Health Savings Modernization Act of 2018, aims to improve health savings accounts (HSAs) in several ways: 1. It establishes a safe harbor for high-deductible health plans (HDHPs) to not require a deductible for a limited number of outpatient primary care, mental health, behavioral health, or urgent care visits, as well as for a generic or preferred prescription drug formulary. 2. It expands the definition of eligible dependents for HSAs to include children up to age 27. 3. It creates an "Excess Health Insurance Coverage Credit Payable to Health Savings Account" that would allow eligible taxpayers to have excess premium tax credit amounts contributed directly to their HSA. 4. It allows all individuals purchasing health insurance in the individual market to purchase a lower-premium catastrophic plan, and requires insurers offering such plans to also offer plans with the traditional bronze, silver, gold, or platinum levels of coverage. 5. It increases the maximum contribution limit for HSAs to match the annual out-of-pocket limit for HDHPs.
