This bill authorizes the possession, use, cultivation, distribution, transportation, and delivery of medical cannabis for medical use by qualifying patients with certain debilitating medical conditions. It also provides for the licensing of dispensing organizations and cannabis testing facilities, and authorizes fees. The bill creates protections from legal action for cardholders, dispensing organizations, and cannabis testing facilities engaged in authorized medical cannabis activities. It specifies the allowable amount of medical cannabis that may be possessed by cardholders and nonresident cardholders, and allows access to medical cannabis before registry identification cards are issued. The bill also amends provisions related to the Department of Public Safety's administration and enforcement of the medical cannabis program.
