This Joint Resolution establishes the "New Jersey Advanced Autonomous Vehicle Task Force," a group of 11 members including state officials and public members with relevant expertise, tasked with studying advanced autonomous vehicles and recommending laws and regulations for their safe integration onto New Jersey's roads. Advanced autonomous vehicles are defined as vehicles with a driving automation level of three, four, or five, according to a standard set by the Society of Automotive Engineers International (SAE J3016), which is used by the U.S. Department of Transportation. The task force, which will include representatives from the Departments of Transportation and Motor Vehicle Commission, as well as public members with expertise in areas like traffic safety, autonomous technology, automotive manufacturing, engineering, and insurance, must hold its first meeting within 90 days of the resolution's effective date and submit a report to the Governor and Legislature within 180 days of that initial meeting. This report will evaluate existing laws, consider regulations from other states, and provide recommendations for pilot programs and legislative changes to ensure the safe integration of these vehicles, consistent with federal guidelines. The task force will cease to exist upon the issuance of its report.
