This bill amends the Transportation Code to require the cessation of tolls on a toll project once the costs of acquiring and constructing the project have been paid and the bonds and interest on the bonds have been paid or a sufficient amount has been set aside for their payment. The bill also prohibits toll project entities from amending financing or other agreements to extend the date when a toll project would become part of the state highway system without tolls. Additionally, the bill repeals various provisions related to the use of surplus revenue from toll projects.
