This bill, the California Environmental, Public Health, and Workers Defense Act of 2019, would: 1) Require state agencies to take actions to maintain environmental, public health, and worker safety protections at the level of federal standards in effect as of January 19, 2017, even if the federal government weakens those standards. This includes standards related to air quality, water quality, endangered species, and worker health and safety. 2) Allow private citizens to bring lawsuits to enforce these baseline federal standards if citizen suit provisions in federal laws are substantially weakened. 3) Make it unlawful to transport, sell, or purchase wildlife, plants, or other natural resources taken in violation of federal laws in effect as of January 19, 2017. 4) Provide that the state does not have to reimburse local governments for certain mandated costs related to implementing this law. The bill is intended to protect California's environment, public health, and worker safety if the federal government rolls back important regulations and protections in these areas.
