Expand the scope of the Water Code's "Flood Control Planning Contracts" section to include a broader range of flood planning activities, such as obtaining regulatory approvals and preparing engineering plans. 2. Allow the TWDB to sell political subdivision bonds purchased with money from the Flood Infrastructure Fund to the Texas Water Resources Finance Authority. 4. Designate a new subtitle in the Water Code for "Provisions Generally Applicable to River Authorities" and allow river authorities to participate in cooperative flood planning to obtain funding from the Flood Infrastructure Fund.
