This bill aims to address the cessation of tolls by toll project entities in certain circumstances. It amends the Transportation Code to add a new subchapter that defines the "toll cessation date" as the date when a toll project becomes part of the state highway system maintained by the Texas Transportation Commission, without tolls, after the costs of acquisition and construction have been paid, and the bonds and interest have been paid or set aside. The bill also allows toll project entities to extend the toll cessation date by five years if approved by a majority vote in an election held for that purpose. The Department of Transportation is required to notify counties of the toll cessation date and the department's intention to request an election for an extension. If a five-year extension expires without a succeeding extension, the toll project becomes part of the state highway system without tolls.
