This bill repeals and replaces Section 177.086 of the Missouri Revised Statutes, which governs competitive bidding requirements for school districts. The key provisions are: 1. School districts must publicly advertise for bids for construction projects exceeding $15,000 in two consecutive weeks in a local newspaper. 2. Bids must be submitted in writing and opened publicly, and contracts must be awarded to the lowest responsible bidder. 3. The request for proposals cannot include pre-bid specifications requiring the use of any one proprietary product or further requiring action by an architect, engineering consultant, school district employees, or the board of education to establish product equivalency. 4. School districts must accept bids from at least three vendors supplying substantially similar products. If fewer than three bids are received after the initial advertising period, the district can accept bids from less than three vendors.
