This bill amends the Code of Laws of South Carolina to require a National Instant Criminal Background Check (NICS) before any sale, exchange, or transfer of a firearm in the state, with exceptions for licensed importers, manufacturers, or dealers, as well as transfers between immediate family members. The bill also requires NICS checks at gun shows and allows dealers to charge a fee of up to $25 per transaction. It also exempts records kept under the law from public disclosure under the Freedom of Information Act and establishes a penalty for violating the provisions of the article.
