This bill requires the Department of Youth Services (DYS) to conduct comprehensive background checks on all current and prospective employees, interns, volunteers, and subcontractors who have the potential for unsupervised contact with youth in the department's care or custody. The background checks include fingerprint-based state and national criminal history checks, criminal offender record information checks, checks for supported findings of abuse or neglect, sex offender registry checks, and, where relevant, motor vehicle registry checks. Fingerprints may be retained by various state and federal agencies to assist the department in its review of suitability for employment, licensure, certification, or approval. The department may charge a fee, not to exceed $45 per person, to offset the costs of the background check system, and may reimburse employees and applicants for all or a portion of the fee.
