Strengthening United States National Defense With America's Beautiful Clean Coal Power Generation Fleet

AI Summary: This regulation establishes a policy to strengthen United States national defense by ensuring the resilience and reliability of the electric grid, which is crucial for military installations, operations, and defense-industrial production. It emphasizes that the grid must not be reliant on intermittent energy sources and highlights the importance of coal-fired generation for providing continuous, on-demand baseload power, thereby ensuring military readiness and national security. The Department of War (DOW) is directed to prioritize the preservation and strategic utilization of coal-based energy assets and, in coordination with the Secretary of Energy, to procure power from the U.S. coal generation fleet through long-term Power Purchase Agreements or similar contracts for DOW installations and mission-critical facilities, with a focus on projects that improve grid reliability, on-site fuel security, and mission assurance for defense and intelligence capabilities. This policy is issued in conjunction with previous executive orders concerning the coal industry and electric grid security, and it declares coal essential to national and economic security, especially in light of a declared national energy emergency.
