LD211 | Resolve, Directing the Department of Education to Communicate to School Administrative Units and Private Schools the Importance of Adopting Seizure Action Plans | This bill requires school administrative units and approved private schools to employ at least one individual who has met the training requirements necessary to administer or assist in the self-administration of a seizure rescue medication or a medication prescribed to treat seizure disorder symptoms beginning July 1, 2026. The bill also requires that, beginning in the 2026-2027 school year, all school employees subject to professional development must, for a minimum of one hour of self-directed study, review seizure disorder materials. The bill also requires that a student's parent or guardian must provide written authorization for a seizure medication to be administered at school by a school employee or self-administered at school with a school employee's assistance, a written statement from a physician licensed in this State and the prescribed medication in its unopened, sealed package with the label affixed by the dispensing pharmacy intact. A student's parent or guardian must also collaborate with the school to develop a seizure action plan, which must be kept on file in the office of the school nurse or a school administrator and be distributed to a school employee responsible for the supervision or care of the student. LD1033 | An Act to Regulate Alcoholic Beverage Competitions | This bill authorizes one or more certificate of approval holders or persons who produce homemade liquor to apply jointly in any combination for a permit to participate in a liquor judging competition event subject to certain conditions. The bill defines "liquor judging competition event" as an event where judges evaluate entries of malt liquor, wine or spirits based on a set of criteria to determine a winner of a competition. The bill also specifies that a license for the production of homemade liquor is not required if certain conditions are met. The request for proposals must require the awardees of the grants to use workforce incentives designed to attract, train and retain child assertive community treatment team staff. LD1878 | An Act to Establish a Managed Care Program for MaineCare Services | This bill establishes a managed care program for MaineCare services. The bill requires the Department of Health and Human Services to issue a request for proposals to contract with 3 managed care organizations to provide MaineCare services. Managed care refers to a system of delivering services through arrangements with selected providers to furnish health care services and financial incentives for patients to use the participating providers and procedures included in the managed care program. The model also requires that the department reimburse the managed care organizations primarily using negotiated monthly rate per enrollee, rather than a fee-for-service model. The bill establishes a number of requirements for developing the procurement process and essential contract terms. The bill establishes deadlines by which specific categories of eligible enrollees must be enrolled in the managed care program, beginning February 1, 2029. The department must submit a report to the Legislature by December 3, 2025 detailing its plan for implementing the program within the timeline established by this legislation. The bill also includes a deadline of April 1, 2026, by which time the department must submit all waivers and amendments for the state Medicaid plan that are necessary to implement this legislation. LD831 | An Act Regarding Abandoned Vehicles Due to Involuntary Psychiatric Hospitalization | This bill allows a period of 120 days before the Secretary of State determines that a vehicle is abandoned if the vehicle owner is involuntarily hospitalized. The notification of involuntary hospitalization, which must be provided to the Secretary to State, may come from the owner of the vehicle, the hospital or another person authorized by the owner of the vehicle. The bill prohibits the Secretary of State from issuing a letter of ownership or certificate of title until at least 120 days after the date on which the owner of the premises where a vehicle has been abandoned, or the owner's agent, has been notified that the vehicle owner is involuntarily hospitalized. LD1938 | An Act Regarding the Regulation of Tobacco | This bill modifies provisions of law governing the regulation of cigarettes and other tobacco products as follows. 1. It modifies the provision of law that prohibits smoking in all enclosed areas of public places by eliminating the exception that allows smoking in motel or hotel rooms that are rented to members of the public. 2. It prohibits the sale of tobacco products in vending machines. 3. It increases the penalties for licensing violations for cigarette distributors. 4. It modifies the provisions of law governing the tax on tobacco products by replacing the definition of "electronic smoking device" under current law. The bill clarifies that while components, parts and accessories of the device, including substances intended to be aerosolized or vaporized by using the device, are included in the definition of "electronic smoking device," any separately sold batteries or chargers, or drugs, devices or combination products authorized for sale by the federal Food and Drug Administration, are not included in that definition. LD1658 | An Act to Preserve and Strengthen the Fund for a Healthy Maine | This bill, beginning January 5, 2026, increases the cigarette excise tax rate by 50 mills, changing the rate per pack of 20 cigarettes from $2 to $3, and the rate per cigarette from 10¢ to 15¢. Under current law, when the cigarette tax increases, the tax on tobacco products also increases by an equivalent amount. The bill includes in the excise tax on tobacco products that equivalent increase and specifies that the definition of "tobacco products" includes products with synthetic nicotine. LD1705 | An Act Regarding Adult Education Funding and Oversight | This bill establishes the Career Advancement and Navigation Program within the Department of Education in collaboration with the Maine Community College System. The program requires the department to employ one college and career success coordinator at each community college campus to provide students with academic support, advisory services and referrals to community services. The bill also requires the Department of Education to annually assess adult education needs in the State relative to funding appropriated by the Legislature and requires the department to annually submit a report to the Legislature detailing its assessment and recommendations. The bill also requires the department to submit to the Legislature a detailed written explanation for any funding for adult education that is not disbursed in accordance with the reimbursement procedures described in the laws governing adult education. The department is also required to adopt guidelines for the use of state funds for adult education programs and to convene a stakeholder group to provide input on statewide goals for adult education, funding priorities and statewide program improvements. LD1677 | An Act to Establish the Alzheimer's Disease and Related Dementias Prevention and Support Program | This bill establishes the Alzheimer's Disease and Related Dementias Prevention and Support Program, which the Department of Health and Human Services, Maine Center for Disease Control and Prevention must administer in consultation with the Department of Health and Human Services, office of aging and disability services. The program's objectives include public education, supporting efforts for early detection and diagnosis, reducing cognitive decline and other negative outcomes and supporting care planning and management. The bill also creates the Healthy Brain Initiative Council as an advisory board composed of various stakeholders including, but not limited to, families affected by Alzheimer's disease or related dementias, medical professionals and medical facilities that treat individuals with Alzheimer's disease or related dementias, research and advocacy organizations and employees of the office of aging and disability services. The council is responsible for studying and developing findings and recommendations on a series of topics including, but not limited to, the occurrence of Alzheimer's disease or related dementias in this State, the treatment and care available and policies that address public awareness, prevention and early detection, treatment and care, safety concerns, legal concerns, research and assistance to families. By December 3, 2025, the council must submit to the Governor and the Legislature a 5-year plan outlining its recommendations to address the concerns the council is tasked with studying under the bill. A plan that is in effect on the effective date of this legislation that was developed by the Maine Center for Disease Control and Prevention, in consultation with stakeholders, to address Alzheimer's disease or related dementias prevention and support, is deemed to fulfill the requirement to create a plan by December 3, 2025.
