The requirements of the bill apply to health plans issued or renewed on or after January 1, 2026. The bill also includes language stating the Legislature's finding that the requirement for coverage for blood testing for perfluoroalkyl and polyfluoroalkyl substances are not an expansion of the State's essential health benefits and do not require the State to defray costs pursuant to the federal Patient Protection and Affordable Care Act. LD1804 An Act Concerning Funding and Oversight of Transportation Matters This bill amends the laws related to legislative oversight of transportation funding and use of the funds from the Highway Fund. The bill: 1. Codifies the joint standing committee of the Legislature having jurisdiction over transportation matters as having jurisdiction over the Highway Fund. It updates references to the Highway Fund; 2. Establishes a minimum level of funding for transportation infrastructure programs related to bridges, highway lights and multimodal transportation, and requires the State Budget Officer to adjust the minimum level of funding by the percentage change in the Consumer Price Index each biennium beginning July 1, 2027; 3. Increases, from 40% to 60%, the percentage of automobile-related sales and use taxes transferred to the Highway Fund and adds automobile-related sales and use taxes to the list of revenue that is allocated to and becomes part of the Highway Fund beginning July 1, 2027; 4. Provides for the net revenue from liquor operations to be deposited as undedicated revenue to the General Fund, rather than being split between undedicated revenue to the General Fund and undedicated revenue to the Highway Fund; 5. Provides for state funding for the Department of Public Safety, Bureau of State Police to come solely from the General Fund, rather than being split between the General Fund and the Highway Fund, beginning in fiscal year 2027-28; 6. Removes the Department of Public Safety, Bureau of State Police from the list of allowable uses of the Highway Fund; 7. Adds multimodal transportation to the list of allowable uses of the Highway Fund; 8. Redefines “transportation infrastructure” to mean the infrastructure, assets, facilities and systems related to all modes of transportation, including highways, bridges, aviation, transit, railroads, ferries, ports and other marine infrastructure, trails and bicycle and pedestrian facilities, as well as all buildings, utilities and other appurtenances related to those modes; 9. Removes the designation of project-specific and nonproject-specific procurement and retains the provision that the Department of Transportation has full power to purchase all supplies, materials and equipment that are incidental to, or necessary for, construction, improvement or maintenance of transportation infrastructure; and 10. Requires, beginning March 1, 2026, the Department of Transportation and the Maine Turnpike Authority to submit biennial reports in each even-numbered year, summarizing the procurement activities over the preceding 2 calendar years. LD1838 An Act to Provide Opportunities and Sustainable Revenue for Maine Farms, Agricultural Fairs, Wabanaki Tribes and Veterans' Homes This bill authorizes the licensed operation of electronic wagering terminals to place wagers on historical horse races, purchase virtual sealed tickets and to conduct electronic beano by federally recognized Indian tribes, certain off-track betting facilities and commercial tracks and organizations eligible to conduct certain games of chance. Licenses are issued by the director of the Gambling Control Unit within the Department of Public Safety. The bill also requires distributors of electronic wagering terminals to be licensed with the Gambling Control Unit. The bill establishes limits on the number and location of terminals based upon the type of licensee. The bill requires an operator of an electronic wagering terminal to collect 25% of net terminal income for distribution among the General Fund for administrative expenses of the Gambling Control Unit; gambling addiction prevention and treatment services; the Maine Milk Pool until January 1, 2035 and, on or after January 1, 2035, to the Agricultural Development Fund; agricultural fairs; funds dedicated to supporting and promoting harness racing; career and technical education; the Maine Veterans' Homes Stabilization Fund; and municipalities in which terminals are located. LD1549 RESOLUTION, Proposing an Amendment to the Constitution of Maine Regarding the Use and Oversight of Transportation-related Revenues This resolution proposes to amend the Constitution of Maine to provide that, beginning July 1, 2027, at least 60% of automobile-related sales and use tax revenue must be transferred to the Highway Fund and must be expended solely for costs of all modes of transportation, including public highways, bridges, aviation, transit, railroads, ferries, ports and other marine infrastructure, trails, pedestrian infrastructure and bicycle facilities and related appurtenances. LD1481 An Act to Amend the Law Governing Stabilization of Property Taxes on Homesteads of Individuals 65 Years of Age or Older This bill amends the property tax stabilization program for senior citizens to make the following changes. 1. It extends the program to property tax years beginning on or after April 1, 2025. 2. It changes the eligibility requirements to require an individual to have been a permanent Maine resident for at least 20 years and have a household income of no more than $75,000 of federal adjusted gross income. 3. It simplifies the renewal of stabilization requirements, retaining the requirement in current law that a request for stabilization be done annually, but requiring only that it be a written statement that the household is still eligible under the program for stabilization. 4. It removes the ability of an individual who moves from one municipality to another to retain the same stabilized property taxes assessed on the old property. Instead, the individual's stabilized amount will be determined as of the date the individual moves to the new homestead. Dead

More than 6 hours in any day when the minor's school is in session; 4. More than 10 hours in any day when the minor's school is not in session; 5. More than 6 consecutive days; 6. After 10:15 p.m. on a day preceding a day on which the minor's school is in session or after 12 midnight on a day that does not precede such a school day; or 7. Before 7 a.m. on a day on which the minor's school is in session or before 5 a.m. on any other day. The bill also repeals the provision of law specifying that a minor under 17 years of age may not be employed during the hours that the public schools of the town or city in which the minor resides are in session.
