The current law states that an employer is not permitted to prohibit an employee from storing a firearm in the employee's vehicle if the employee has a valid permit to carry a concealed firearm under the Maine Revised Statutes, Title 25, chapter 252, as long as the vehicle is locked and the firearm is stored out of sight. LD1478 An Act to Amend the Laws Governing Baitfish Wholesaler's Licenses This bill amends the authorizations and restrictions applying to baitfish wholesaler's licenses. The bill allows a license holder to use the services of up to 2 unlicensed individuals to assist in harvest operations in inland waters of the State as long as the unlicensed individuals remain under the direct supervision of the license holder. The bill removes the restriction that prohibits a license holder from taking or selling suckers, also known as Genus Catostomus, greater than 10 inches in length between April 1st and September 30th of each year. Finally, the bill prohibits a license holder from attempting to take from inland waters live baitfish for resale using drop nets through the ice unless the license holder sufficiently marks the holes in the ice by evergreen boughs or fluorescent biodegradable tape. LD1760 An Act to Promote Public Education in Maine by Amending the Laws Governing Student Transfers This bill amends the laws governing student school transfers by: 1. Consolidating the provisions regarding elementary school transfers and secondary school transfers into one section of law; 2. Requiring notification of accepted transfers to parents and guardians and the sending school administrative unit and amending decision review procedures; 3. Establishing requirements regarding school capacity for transfer students and requiring school administrative units to report to the Commissioner of Education annually the number of transfer applications, acceptances and denials and the reason for each denial; 4. Requiring that a school administrative unit's transfer policy not discriminate against any student on the basis of that student's residential address, ability, disability, race, ethnicity, sex or socioeconomic status; 5. Requiring school boards of 2 or more school administrative units that wish to allow the transfer of students among the participating units to adopt mutual policies that set forth procedures and standards governing the transfers and requiring members of an education service center to adopt a mutual policy allowing the transfer of students among the member school administrative units; and 6. Requiring the commissioner to adopt rules to ensure that homeless students have unrestricted access to free public education. Dead

LD1479 An Act to Protect Senior Homeowners in Home-sharing Agreements by Providing for an Expedited Eviction Process This bill establishes an expedited eviction process for a landlord participating in a home-sharing agreement. "Home-sharing agreement" is defined as an agreement made between a landlord who is an individual 65 years of age or older who owns and occupies a residence and a tenant who leases a room in that residence. A home-sharing agreement is deemed a tenancy at will. The bill provides for the landlord to require eviction within 7 days of written notice. Failure of the tenant to comply within 7 days results in the tenant being declared a trespasser without right and allows the landlord to seek assistance from a sheriff or law enforcement officer to evict the tenant. The bill amends the sale process to require mandatory notices to the delinquent owner and sets forth a series of actions required before a municipality can complete its sale of the property. Deductions for the expenses of the municipality are allowed to be deducted from the funds received from the sale of foreclosed, tax-acquired property above what the former owner owed the municipality. The bill also requires that any measure providing for a salary increase for members of the Senate and House of Representatives enacted by the Legislature with an effective date after the first Wednesday of December 2024, excluding the cost-of-living adjustment, must include provisions requiring the salary increase to be submitted to the legal voters of the State for approval or rejection at the next general election held in the month of November following the enactment of the measure. The bill authorizes the joint standing committee of the Legislature having jurisdiction over judiciary matters to report out legislation authorizing the Attorney General's request for approval in the House of Representatives and the Senate. The bill also authorizes any registered voter in the State to request a citizen-initiated review of any case filed by the Attorney General and requires that proceedings in that case be halted until the petition process has been completed. It specifies that the Maine Connectivity Authority may make direct loans or grants to municipal entities for the repayment of debt incurred by a municipal entity for the construction of municipally owned broadband infrastructure. The bill also requires the authority, in administering a grant or award for the development or construction of municipally owned broadband infrastructure, to permit the use of grant or award funds for the repayment of debt incurred by a municipal entity related to the development or construction of the broadband infrastructure unless such use is prohibited by the source of the grant or award. The bill requires the program to provide supervised housing to enrolled students during the school week and requires students to participate in a concurrent, complementary program of recovery from substance use disorder or co-occurring disorders while enrolled in the program. The program must address requirements for awarding secondary school diplomas to students enrolled in the program. The bill also requires the Department of Education to work with the Department of Health and Human Services and the Valley Unified Education Service Center to establish the curriculum and enrollment criteria for the program. LD513 An Act to Allow the Spouse of a School Board Member to Serve as a Stipend Employee Within the School Board's Jurisdiction This bill provides that a school board may permit a school board member's spouse to serve as a stipend employee and a volunteer. A school board may adopt a written policy on nepotism that includes hiring practices for school-sanctioned stipend positions, discourages favoritism and political patronage, considers the needs of the school system and provides that all qualified applicants or volunteers have a fair and equal opportunity to be selected on merit, with priority consideration given to the best interest of students without restrictions based solely on family association. LD1386 An Act to Provide Emergency One-time Relief from the Wild Blueberry Tax for Sellers in Maine and Partial Relief for Processors and Shippers Current law imposes a tax at the rate of 1 1/2 cents per pound on wild blueberries shipped or processed in the State; 1/2 of the tax is paid by the seller and 1/2 of the tax is paid by the processor or the shipper. This bill exempts sellers of blueberries harvested in the State from the imposition of the blueberry tax for the 2025 calendar year, which will result in a tax of 0.75 cents per pound on processors and shippers for blueberries harvested in the State. This bill changes the waiver from permissive to mandatory if an officer has completed an equivalent training course. Additionally, the bill directs the board to conduct a study to review the current waiver requirements and suggest legislation to reduce any unnecessary or burdensome requirements that would prevent a law enforcement officer from qualifying for a law enforcement basic training waiver.
