SR0017 Senate resolution honoring the outstanding legislative staff service of Chrissy Gilhuly and extending to her best wishes for future success resolution honoring the outstanding legislative staff service of Chrissy Gilhuly and extending to her best wishes for future success. Whereas, for a number of years, the cheerful presence of Chrissy Gilhuly has graced the General Assembly, as she has effectively and enthusiastically performed several critical staff roles, and Whereas, whether serving as the Supervisor of Committee Services at Legislative Counsel (2015- 2017), ensuring that the committee assistants were properly performing their duties; working as a Joint Fiscal Office Staff Associate (2020-2022), engaging in key interbranch communication activities and working directly on legislative matters with the Senate Committee on Appropriations; and since October 30, 2022, executing her duties as the Senate Operations Manager/Journal Clerk, supporting the orderly conduct of Senate business on and off the floor and the publication of the Senate Journal, Chrissy Gilhuly has always worked conscientiously, in a nonpartisan manner, and with the highest degree of professionalism, and Whereas, her competence and proficiency in each of these positions drew on her prior private and nonprofit experience, encompassing communications, logistics, marketing, and management, and spanning theatrical patron administration, retail ownership, and a variety of other enterprises, and Whereas, Vermont State Senators know they can always rely on Chrissy Gilhuly for essential assistance in the legislative process and that the caliber of her contributions is unsurpassed, and Whereas, her employment record in the Senate and throughout the General Assembly has set a standard of excellence for others to follow, and Whereas, Chrissy Gilhuly’s stellar reputation previously attracted the attention of the Executive Branch, in which she served at the Department of Finance and Management, and, once again, the leadership in the Pavilion Building has successfully beckoned her to return, where she will master a new challenge at the Agency of Administration, now therefore be it Signed/Enacted/Adopted

SR0015 Senate resolution urging that all State agencies, departments, and offices protect the civil rights, medical confidentiality, and all aspects of personal privacy of Vermonters who have been diagnosed with autism in light of the Secretary of the U.S. Health and Human Services’ recently announced plans to establish an autism research database and other databases related to autism resolution relating to urging that all State agencies, departments, and offices protect the civil rights, medical confidentiality, and all aspects of personal privacy of Vermonters who have been diagnosed with autism in light of the Secretary of the U.S. Health and Human Services’ recently announced plans to establish an autism research database and other databases related to autism. Whereas, the State of Vermont is fully committed to ensuring the enforcement of the rights of individuals with disabilities and the provision of inclusive services and person-centered systems of care, and Whereas, individuals with autism contribute their talents, perspectives, and problem-solving abilities to strengthen Vermont’s workforce; enrich families and communities; and advance innovation in science, technology, the arts, and beyond, and Whereas, autism is a neurological difference, not a disease or an epidemic, and Whereas, the rising autism identification rates, which trained clinicians and health care professionals are documenting, are attributable to improved diagnostic practices, greater awareness of autism, and expanded access to screening tools, and Whereas, individuals with disabilities, including individuals with autism, are too often stigmatized and underestimated, and public policy should never diminish the diverse strengths and potential of these Vermonters, and Whereas, the Secretary of the U.S. Department of Health and Human Services, Robert F. Kennedy Jr., has announced plans to establish a federal research database intended to be used to investigate the root causes of autism, and Whereas, this new database will be a compilation of information derived from individuals’ insurance claims; electronic medical records; and wearable devices, such as smart watches, and Whereas, although this new database is no longer characterized as an “autism registry,” as Secretary Kennedy and National Institutes of Health Director, Dr. Jay Bhattacharya, had previously announced, and despite public promises of personal and medical privacy, significant concerns remain regarding the potential use of Vermonters’ sensitive, personally identifiable health care information without their specific and informed consent, and Whereas, the Governor of the State of Illinois has issued Executive Order 2025-02 (the EO) to ensure that Illinois state officials fully comply with all applicable state and federal legal privacy protections in matters affecting the collection and use of information of persons being tested for, or who have been diagnosed with, autism, or in any database that now or may in the future exist that includes personal information related to autism; that the information not be collected, unless dong so is strictly necessary for authorized purposes; and that the information not be disclosed outside state government except if one of the conditions listed in the EO is met, and Whereas, it is imperative that Vermont officials are similarly vigilant in their protection of personal data being collected for any type of analysis or assessment related to autism, now therefore be it Signed/Enacted/Adopted

SR0011 Senate resolution honoring the historic, integrated, and productive relations on the part of both the United States and the State of Vermont with Canada and the Province of Quebec; urging that Congress reassert its role in the crafting of international trade policy, including the imposition of tariffs; and urging that President Trump remove all tariffs he has imposed on Canada since January 20, 2025, including those outside the United States-Mexico-Canada Agreement (USMCA). resolution honoring the historic, integrated, and productive relations on the part of both the United States and the State of Vermont with Canada and the Province of Quebec; urging that Congress reassert its role in the crafting of international trade policy, including the imposition of tariffs; and urging that President Trump remove all tariffs he has imposed on Canada since January 20, 2025, including those outside the United States-Mexico-Canada Agreement (USMCA). Whereas, the United States and Canada have been military and diplomatic allies and economic partners, even through episodes of commercial disagreement, since Canadian confederation in 1867, and Whereas, perhaps no American state has a closer and more active two-way relationship with our northern neighbor than the State of Vermont, and Whereas, these ties entail cultural, economic Signed/Enacted/Adopted
SR0014 Senate resolution strongly urging the U.S. Department of Agriculture (USDA) and the Centers for Disease Control and Prevention (CDC) to expedite the establishment and implementation of an avian influenza vaccine national reserve and distribution system for small- and medium-sized poultry farms resolution relating to strongly urging the U.S. Department of Agriculture (USDA) and the Centers for Disease Control and Prevention (CDC) to expedite the establishment and implementation of an avian influenza vaccine national reserve and distribution system for small-and medium-sized poultry farms. Whereas, according to the USDA Animal and Plant Health Inspection Service (APHIS), there is an HPAI (highly pathogenic avian influenza) H5N1 virus present worldwide and outbreaks among U.S. domestic birds (including poultry) are continuing to occur, and Whereas, as of April 9, 2025, the CDC reported that HPAI H5N1 had stricken 168,771,718 birds in commercial, hobbyist, and backyard poultry flocks in 1,680 outbreaks across the country, and Whereas, the severity of this avian flu outbreak cannot be minimized, and Whereas, to date, the CDC has assessed that HPAI H5N1 poses a low risk to humans, but nonetheless, one person has died, 70 cases have been reported, and the potential for additional human impact cannot be ignored, and Whereas, APHIS has created a five-prong set of responses to the animal health crisis encompassing investment in gold-standard biosecurity measures for all U.S. poultry; increased relief to aid farmers and acceleration of repopulation; removal of unnecessary regulatory burdens on the chicken and egg industry to further innovation and reduce customer prices; the exploration of pathways toward vaccines, therapeutics, and other strategies for the protection of egg-laying chickens to reduce instances of depopulation; and the consideration of temporary import-export options to reduce costs and the evaluation of international best practices, and Whereas, although these steps attempt to address aspects of the continuing presence of the HPAI H5N1 avian virus in the nation’s poultry flocks, there must be a more comprehensive and direct measure to halt the spread and reduce, if not eliminate, the presence of the virus, and Whereas, on February14, 2025, the USDA issued a conditional license to Zoetis for an avian influenza vaccine, H5N2 Subtype, Killed Virus, intended for use in chickens, and Whereas, although the approval is conditioned on the “demonstration of safety, purity, and reasonable expectation of efficacy based on serology data,” the need for this vaccine is immediate, and Whereas, this new Zoetis vaccine is an updated version of a vaccine originally issued in 2001 and 2002, when an avian influenza outbreak occurred in Southeast Asia, and Whereas, in 2014 and 2015, during a prior avian flu outbreak, the federal government created a national avian flu vaccine stockpile, which, while not used, was ready for deployment, and Whereas, the rapid federal distribution of COVID-19 vaccines demonstrates that, with the necessary planning, the complex logistics required for an accelerated national stockpiling/deployment of an avian flu vaccine is possible, and Whereas, the continuing avian flu crisis and its impact on commercial, hobby, and backyard poultry flocks demands a decisive and prompt federal response, now therefore be it Signed/Enacted/Adopted
