H96 | Expedited Removal of Unauthorized Persons | AN ACT TO CREATE AN ALTERNATIVE REMEDY FOR THE EXPEDITED REMOVAL OF UNAUTHORIZED PERSONS FROM PRIVATE PROPERTY BY A LAW ENFORCEMENT AGENCY AND TO MODIFY THE LAW RELATED TO PET SHOPS. | Vetoed |
H559 | Elevators/Interim Code Council Appt.-AB | AN ACT TO MAKE VARIOUS FEE MODIFICATIONS TO THE STATE LABOR REGULATIONS, AND TO AMEND INTERIM APPOINTMENT CRITERIA FOR THE BUILDING CODE COUNCIL AND RESIDENTIAL CODE COUNCIL. Whereas, the North Carolina Department of Labor's Elevator and Amusement Device Bureau is a fully receipt-supported operation that receives no State appropriations and is currently facing a backlog of over 3,000 overdue inspections and critical staffing shortages, particularly in North Carolina's fast-growing urban regions; and Whereas, outdated statutory fee caps have constrained the Department's ability to modernize operations, attract qualified inspectors, and deliver timely inspections; and Whereas, authorizing modest, common-sense fee adjustments will empower the Department to eliminate the inspection backlog, raise inspector pay to market rates, and launch an in-house apprenticeship program to train the next generation of safety professionals; and Whereas, this Act ensures that all fee increases remain capped, transparent, and tied to inflation, while keeping the Elevator and Amusement Device Bureau fully receipt-supported, free from new taxpayer burdens, and operated with the accountability and efficiency of a small business; and Whereas, it is in North Carolina's best interest to modernize the Department in a way that is accountable, fiscally responsible, and tailored to the needs of our fast-growing State; Now, therefore, | Signed/Enacted/Adopted |

Whereas, communities around the State are facing threats to their drinking water sources and the health of their citizens due to per- and poly-fluoroalkyl substances (PFAS); and Whereas, one of the major sources of this contamination is certain firefighting foams, and in particular the firefighting foams used to fight petroleum fires, called aqueous film forming foam (AFFF); and Whereas, PFAS contamination is strongly linked to cancer, thyroid problems, reproductive system damage, and impairment to children's growth and development; and Whereas, cancer is now the leading cause of line-of-duty deaths for firefighters; and Whereas, less toxic alternatives to AFFF containing PFAS have been developed that are environmentally friendly, such as synthetic fluorine free foam; and Whereas, while AFFF may continue to be used because it is a more effective fire suppressant in combating petroleum type fires, firefighters will have reduced exposure to PFAS contamination if less toxic alternatives are used for training, practice, or testing; Now, therefore, | Crossed Over |
H557 | The Andy Griffith Show as State TV Show | AN ACT ADOPTING "THE ANDY GRIFFITH SHOW" AS THE OFFICIAL TELEVISION SHOW OF THE STATE OF NORTH CAROLINA. Whereas, Andy Samuel Griffith was born on June 1, 1926, in the City of Mount Airy in Surry County, North Carolina; and Whereas, Mr. Griffith graduated from Mount Airy High School in 1944 and attended the University of North Carolina at Chapel Hill where he earned a bachelor's degree in music; and Whereas, Mr. Griffith was a cast member in "The Lost Colony" where he played various roles, including Sir Walter Raleigh; and Whereas, Mr. Griffith had a seven-decade career in music and television as a singer, actor, comedian, producer, and writer; and Whereas, Mr. Griffith loved North Carolina from the mountains to the coast and spent his retirement on the Outer Banks in Dare County where his final resting place is Roanoke Island; and Whereas, Mr. Griffith celebrated his native State of North Carolina with iconic comedy tracks, including "North Carolina, My Home State" and "What It Was, Was Football"; and Whereas, in 1960, Mr. Griffith took his celebration of North Carolina to Hollywood where he starred in "The Andy Griffith Show" for a run of 249 episodes from 1960 to 1968; and Whereas, performing as Andy Taylor, Mr. Griffith highlighted people, places, and attitudes from North Carolina that brought an awareness and fondness for the Old North State on a television show that dominated the national television ratings and ended its final season as the number one show in America; and Whereas, "The Andy Griffith Show" inspired spinoff shows and an annual festival in Mount Airy, "Mayberry Days"; and Whereas, the positive character values and awareness of North Carolina make "The Andy Griffith Show" must-see-TV for anyone who loves North Carolina; and Whereas, all North Carolinians should know the location of "Old Man Kelsey's Woods," how to avoid a "loaded goat," and the marvelous existence of Mr. McBeevee; and Whereas, school children and parents should know how to handle a "spoiled kid" and to delicately navigate a situation involving "Aunt Bea's Pickles"; and Whereas, society should continue to be aware of the talents of "The Darlings," the mercurial nature of Ernest T. Bass, and the danger of Otis with a "leg of lamb"; and Whereas, people of all ages can appreciate a good "citizen's arrest," dealing with a well-intentioned friend like Barney Fife, a tough teacher like Helen Crump, and a nosy neighbor like Clara Edwards; and Whereas, most importantly, everyone should know better than to accept a peanut butter and jelly sandwich from Leon; and Whereas, it is fitting to recognize the positive impact of "The Andy Griffith Show" on our State and nation by adopting the show as the official television show of the State of North Carolina; Now, therefore, | Crossed Over |

Whereas, college athletics have long played a fundamental role in the culture and economy of North Carolina, fostering school spirit, community engagement, and regional pride; and Whereas, recent conference realignments driven primarily by financial incentives have disrupted traditional rivalries, diminished regional competition, and eroded the historic significance of intrastate athletic contests; and Whereas, the General Assembly recognizes the critical importance of maintaining and strengthening these historic rivalries, which provide economic benefits to local businesses, increase fan engagement, and sustain the integrity of collegiate athletics within the State; and Whereas, ensuring regular competition among North Carolina's major collegiate athletic programs will not only generate substantial revenue and tourism impact, but also reinforce the long-standing traditions that define the State's athletic legacy; Now, therefore, | In Committee |

Whereas, the rising healthcare costs in North Carolina place a significant financial burden on individuals, families, employers, and taxpayers, greatly contribute to inflation, and make it increasingly difficult for residents to access essential healthcare services; and Whereas, North Carolina has intolerably high healthcare costs, with recent studies ranking the state 50th out of 50 in the United States; and Whereas, government-mandated health insurance requirements for employers in North Carolina lead to higher premiums, placing undue financial strain on employers, particularly small businesses; and Whereas, health insurance mandates on the North Carolina State Health Plan for Teachers and State Employees carry a cost that is ultimately paid for by taxpayers and divert resources away from other critical public services and economic investments; and Whereas, many consumers in North Carolina are forced to pay for health insurance coverage they neither need nor use as a result of government-mandated benefits that do not align with their personal healthcare needs or preference; and Whereas, the continued escalation of healthcare costs driven by government mandates exacerbates the rising cost of living, as individuals and families struggle to afford both premiums and out-of-pocket expenses for necessary care, and the rising cost of doing business, as employers struggle to continue offering health insurance to employees; Now, therefore, | In Committee |
