SR0017 Senate resolution honoring the outstanding legislative staff service of Chrissy Gilhuly and extending to her best wishes for future success resolution honoring the outstanding legislative staff service of Chrissy Gilhuly and extending to her best wishes for future success. Whereas, for a number of years, the cheerful presence of Chrissy Gilhuly has graced the General Assembly, as she has effectively and enthusiastically performed several critical staff roles, and Whereas, whether serving as the Supervisor of Committee Services at Legislative Counsel (2015- 2017), ensuring that the committee assistants were properly performing their duties; working as a Joint Fiscal Office Staff Associate (2020-2022), engaging in key interbranch communication activities and working directly on legislative matters with the Senate Committee on Appropriations; and since October 30, 2022, executing her duties as the Senate Operations Manager/Journal Clerk, supporting the orderly conduct of Senate business on and off the floor and the publication of the Senate Journal, Chrissy Gilhuly has always worked conscientiously, in a nonpartisan manner, and with the highest degree of professionalism, and Whereas, her competence and proficiency in each of these positions drew on her prior private and nonprofit experience, encompassing communications, logistics, marketing, and management, and spanning theatrical patron administration, retail ownership, and a variety of other enterprises, and Whereas, Vermont State Senators know they can always rely on Chrissy Gilhuly for essential assistance in the legislative process and that the caliber of her contributions is unsurpassed, and Whereas, her employment record in the Senate and throughout the General Assembly has set a standard of excellence for others to follow, and Whereas, Chrissy Gilhuly’s stellar reputation previously attracted the attention of the Executive Branch, in which she served at the Department of Finance and Management, and, once again, the leadership in the Pavilion Building has successfully beckoned her to return, where she will master a new challenge at the Agency of Administration, now therefore be it Signed/Enacted/Adopted

SR0016 Senate resolution opposing recent federal actions that threaten public health and urging their swift reversal resolution relating to opposing recent federal actions that threaten public health and urging their swift reversal. Whereas, on January 20, 2025, President Donald J. Trump issued an Executive Order to withdraw the United States from the World Health Organization (WHO), a move that jeopardizes the health and well-being of Vermonters, other Americans, and individuals all around the world because of the WHO’s focus on improving public health and on detecting, preventing, and responding to health emergencies, including disease outbreaks that do not respect state lines or international borders, and Whereas, the U.S. Department of Health and Human Services is eliminating the jobs of approximately 20,000 employees, including at the Centers for Disease Control and Prevention (CDC), where teams were cut whose work focused on preventing injuries and violence from causes including motor vehicle crashes, child maltreatment, and traumatic brain injury; on tracking trends in mental health and substance use disorders; on rape prevention and education; on maternal mortality and maternal and child health; and on many other areas affecting public health in Vermont, the United States, and beyond, and Whereas, the Trump Administration has eliminated the entire management and regulations divisions at the Center for Tobacco Products in the Food and Drug Administration and cut most of the staff at the Office on Smoking and Health at the CDC, which severely hampers tobacco regulation and enforcement efforts and will have a negative impact on tobacco prevention in Vermont’s youth and on Vermonters’ public health, and Whereas, the National Institutes of Health, a part of the U.S. Department of Health and Human Services that describes itself as “the nation’s medical research agency — making important discoveries that improve health and save lives,” is now refusing to award grant funds to universities that operate any programs that advance or promote diversity, equity, and inclusion, which jeopardizes the future of medical research and disregards the existence of health inequities, and Whereas, the U.S. Department of Education cut approximately $1 billion in federal grants that support critical mental health services in schools, which will dramatically reduce access to these services and threatens the health and well-being of youth around the country, and Whereas, it appears that the Secretary of the U.S. Department of Health and Human Services lacks understanding of science and scientific research, including of peer-reviewed research regarding vaccines and autism, now therefore be it In Committee

SR0015 Senate resolution urging that all State agencies, departments, and offices protect the civil rights, medical confidentiality, and all aspects of personal privacy of Vermonters who have been diagnosed with autism in light of the Secretary of the U.S. Health and Human Services’ recently announced plans to establish an autism research database and other databases related to autism resolution relating to urging that all State agencies, departments, and offices protect the civil rights, medical confidentiality, and all aspects of personal privacy of Vermonters who have been diagnosed with autism in light of the Secretary of the U.S. Health and Human Services’ recently announced plans to establish an autism research database and other databases related to autism. Whereas, the State of Vermont is fully committed to ensuring the enforcement of the rights of individuals with disabilities and the provision of inclusive services and person-centered systems of care, and Whereas, individuals with autism contribute their talents, perspectives, and problem-solving abilities to strengthen Vermont’s workforce; enrich families and communities; and advance innovation in science, technology, the arts, and beyond, and Whereas, autism is a neurological difference, not a disease or an epidemic, and Whereas, the rising autism identification rates, which trained clinicians and health care professionals are documenting, are attributable to improved diagnostic practices, greater awareness of autism, and expanded access to screening tools, and Whereas, individuals with disabilities, including individuals with autism, are too often stigmatized and underestimated, and public policy should never diminish the diverse strengths and potential of these Vermonters, and Whereas, the Secretary of the U.S. Department of Health and Human Services, Robert F. Kennedy Jr., has announced plans to establish a federal research database intended to be used to investigate the root causes of autism, and Whereas, this new database will be a compilation of information derived from individuals’ insurance claims; electronic medical records; and wearable devices, such as smart watches, and Whereas, although this new database is no longer characterized as an “autism registry,” as Secretary Kennedy and National Institutes of Health Director, Dr. Jay Bhattacharya, had previously announced, and despite public promises of personal and medical privacy, significant concerns remain regarding the potential use of Vermonters’ sensitive, personally identifiable health care information without their specific and informed consent, and Whereas, the Governor of the State of Illinois has issued Executive Order 2025-02 (the EO) to ensure that Illinois state officials fully comply with all applicable state and federal legal privacy protections in matters affecting the collection and use of information of persons being tested for, or who have been diagnosed with, autism, or in any database that now or may in the future exist that includes personal information related to autism; that the information not be collected, unless dong so is strictly necessary for authorized purposes; and that the information not be disclosed outside state government except if one of the conditions listed in the EO is met, and Whereas, it is imperative that Vermont officials are similarly vigilant in their protection of personal data being collected for any type of analysis or assessment related to autism, now therefore be it Signed/Enacted/Adopted
