H0495 An act relating to the consideration of consolidated school district boundaries using existing regional structures This bill proposes to require the consideration of existing regional configurations within the State when considering drawing consolidated school district boundaries, including counties, the Vermont Superintendents Association’s superintendent regions, the Vermont School Boards Association’s regions, designated agency regions, career and technical education service regions, planning commission regions, and transportation maintenance districts, with the goal of encouraging the creation of community schools, climate resiliency, targeted population growth, and workforce development within a consolidated school governance system and a commitment to the State Emergency Management Plan. School district consolidation would also involve strategic coordination with Vermont State University. The bill also proposes to define which decisions within a school district shall be a function of local control at the district and community level and which decisions shall be made at a higher State level. H0433 An act relating to incremental implementation of Green Mountain Care This bill proposes to implement Green Mountain Care, a publicly financed health care program for all Vermont residents, over time, starting with primary care in the first year, adding preventive dental and vision care in the second year, and incorporating additional health care services in later years. It would establish the Universal H.433 Health Care Advisory Group at the Green Mountain Care Board to provide recommendations to the General Assembly regarding the sequencing of and financing for the health care services to be added in the third through 10th years of Green Mountain Care’s implementation. The bill would also express legislative intent regarding funding sources for Green Mountain Care and would prohibit health insurance plans and rates from reflecting duplication of the coverage provided by Green Mountain Care. H0407 An act relating to protection from nuisance suits for agricultural activities This bill proposes to amend the protection against nuisance suits for agricultural activities under the Vermont H.407 right-to-farm law by providing that an agricultural activity shall not be a nuisance or trespass when the activity complies with generally accepted agricultural practices. The nuisance and trespass protection for an agricultural activity would not apply whenever a nuisance or trespass violation results from the negligent operation of an agricultural activity or from a violation of the State agricultural water quality requirements. The bill would also provide that an agricultural activity shall not lose nuisance or trespass protection due to a change of ownership or a cessation of operation of not more than ten years; a change of crops produced; or a change of a farming method or conversion of a farming practice or agricultural activity to another farming method, practice, or agricultural activity on a farm. The act would also provide that a person shall not bring a court action based on a claim of nuisance or trespass arising from an agricultural activity unless the person and the operator of the agricultural activity, at least once, attempt to resolve through mediation the issue or dispute that the person has concerning operation of the agricultural activity.
