B26-0189 Residential Tranquility Amendment Act of 2025 A BILL IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend the Residential Tranquility Act of 2010 to prohibit persons targeting a residence for purposes of a demonstration from using sound amplifying devices in a residential zone between 7:00 p.m. and 9:00 a.m., and to prohibit a person from launching or throwing a projectile onto the residential property of another with the intent to cause fear, intimidate, or retaliate against any person living or working at that residence; and to prohibit the use of unattended noise amplifying devices emitting sound while targeting a residence; and to amend the National Capital Revitalization and Self-Government Improvement Act of 1997 to provide that the term expiration date for a Council appointment to the Corrections Information Council shall be December 7th of the year in which the term expires. B26-0200 Open Meetings Clarification Temporary Amendment Act of 2025 AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on a temporary basis, the Open Meetings Act to clarify the definition of meeting, to provide for a public body’s ability to be briefed about potential terrorist or public health threats so long as no official action is taken, to exempt from the act meetings between the Council and the Mayor provided that no official action is taken at such meetings, and to provide that a meeting shall be deemed open to the public if the public body takes steps reasonably calculated to allow the public to view or hear the meeting while the meeting is taking place, or, if doing so is not technologically feasible, as soon thereafter as reasonably practicable. B26-0163 Unlicensed Establishment Enforcement Clarification Temporary Amendment Act of 2025 AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on a temporary basis, the Legalization of Marijuana for Medical Treatment Initiative of 1999 to amend the definition of an unlicensed establishment to include establishments that sell Schedule I substances or products that contain Schedule I substances, to authorize enforcement actions to be taken against all unlicensed establishments beginning on April 1, 2025, regardless of whether the unlicensed establishments have an application pending application before the Alcoholic Beverage and Cannabis Board , to authorize certain enforcement actions before April 1, 2025, against an unlicensed establishment that has an application before the Alcoholic Beverage and Cannabis Board if the unlicensed establishment sells a Schedule I substance or a product that contains a Schedule I substance, to authorize summary closures and related enforcement actions to continue for as long as the imminent danger to the public persists and is likely to recur, and to allow the Alcoholic Beverage and Cannabis Administration and Metropolitan Police Department to take related enforcement actions against a licensed medical cannabis establishment that engages in certain unlawful activity. McDuffie, Brianne Nadeau, Zachary Parker, Brooke Pinto, and Robert C. White, Jr. This resolution calls for a more coordinated and effective response to behavioral health crises in the District—one that prioritizes care over criminalization and ensures that behavioral health emergencies receive the same urgency and quality of response as physical health emergencies. Every individual in crisis deserves timely, trauma-informed care from culturally and community-competent behavioral health professionals. Despite the availability of alternatives, most individuals experiencing a behavioral health crisis in the District still call 911 or seek care in hospital emergency departments, where they often face prolonged wait times for treatment or admission. When individuals call 911, the D.C. Office of Unified Communications (OUC) frequently dispatches the Metropolitan Police Department (MPD) to these incidents. B26-0130 Stability and Equity in Arts Grantmaking Amendment Act of 2025 an active Board of Directors, have more than half of their activities and programs occur within the District, and have a primary mission of focusing on the arts, arts education, or the humanities. Once installed, the Embassy of Spain requested authorization for the statue and also for the placement of an information panel about the figure of Bernardo de Gálvez. The bronze statue of Bernardo de Gálvez is placed at the Embassy of Spain, located at 2375 Pennsylvania Avenue, N.W., at the entrance to the Chancellery, located on 24th Street, N.W. The new project involves pulls the fence and landscape away from the corner to create a small paved and seating area with the statue on a new concrete base. The objective of this commemorative work is to make the important role played by Bernardo de Gálvez in American Independence known to all, particularly to Americans and Spaniards. 5. Subject of Commemorative Work Provide detailed information about the proposed work and why the person or event should be commemorated on District of Columbia (DC) public space. The subject of the commemorative work should be of long-term historic importance and shall generally not be any living person, any deceased person who has been deceased less than 10 years, or any event that has occurred within 10 years of the application. B26-0051 Comprehensive Cannabis Legalization and Regulation Amendment Act of 2025 A BILL IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend Title 25 of the District of Columbia Official Code to establish the Alcoholic Beverage and Cannabis Board and the Alcoholic Beverage and Cannabis Administration; to establish that the Chairperson of the ABCA Board may also have demonstrated knowledge in the cannabis industry; to establish the Cannabis Regulation Division; to establish the Cannabis Advisory Committee; to define various terms for new chapters 21 through 30; to prohibit the sale of cannabis or cannabis products without a license; to prohibit exchanges of cannabis for purchasing another item; to provide the Board with the authority to issue cannabis licenses for 3 year periods; to create the Cannabis Equity and Opportunity Fund; to set aside a certain percentage of licenses for Social Equity Applicants; to establish grant and loan programs for Social Equity Applicants; to create requirements for the transfer of Social Equity Applicant licenses; to establish the Community Reinvestment Fund, Program and Board; to authorize the Board to create incentives for the production of medical cannabis and medical cannabis products; to create cultivation, manufacturer, microbusiness, internet retailer, retailer, courier and testing facility license categories; to create a research and development license category; to require laboratory agent registration with the ABCA; to require cannabis microbusinesses and retailers to obtain a delivery endorsement from the Board to deliver cannabis and cannabis products to District residents’ homes; to create general qualifications for applicants; to establish general qualifications for proposed establishments; to clarify when the appropriateness standards apply to cannabis license applications; to prohibit a microbusiness or retailer from being located within 400 feet of schools, daycare, or recreation centers or in a residential-use district; to require the Board to give notice to the Councilmembers and affected ANCs for 45 days of various cannabis license applications; to establish grounds for protest; to establish licensing fees for cannabis license applications; to establish requirements for filing a protest; to provide an affected ANC great weight; to establish general operating and product testing requirements; to require posting of licenses; to establish hours of operation for cannabis licensees; to require licensees use a Board-approved seed-to-sale tracking system; to establish maximum permitted sale amounts for microbusinesses and retailers; to create packaging and labeling requirements for cannabis products; to restrict what can be displayed on signs or logos from cannabis licensees; to restrict the content and methods for advertising cannabis and cannabis products; to prohibit the sale of cannabis or cannabis products to minors; to prohibit minors from entering a licensed premises; to require the production of valid photo identification for entrance on to the premises or for the sale of cannabis or cannabis products; to require security plans and measures for licensed cannabis establishments; to require safekeeping by ABCA of licenses that are temporarily suspended; to provide enforcement authority to ABCA investigators, the Board, and MPD; to require the Board to establish a civil penalty fine schedule by rulemaking and establish penalties against unlicensed establishments; to prohibit the sale of cannabis or cannabis products at licensed alcohol and tobacco establishments; to prohibit the sale of alcohol or tobacco infused cannabis products; to prohibit tampering with packages or containers; to make it unlawful to provide vaping devices to persons under 21 years of age; to make it unlawful to forge a cannabis license; to provide a penalty for violations where no specific penalty is provided; to prohibit purchase, possession, use or consumption by persons under the age of 21; to impose an excise tax on cannabis sold or transferred from cultivators to distributors, manufacturers, and retailers; to establish the authority for financial institutions to transact business with licensees; to create a portal to ensure compliance of financial institutions; and to allow the transfer to another person 21 years or older cannabis weighing ‘one ounce or less, or one clone, regardless of weight.
