H79 | North Carolina Work and Save | AN ACT TO CREATE THE SMALL BUSINESS RETIREMENT SAVINGS PROGRAM AND TO APPROPRIATE FUNDS. Whereas, the General Assembly finds that too many North Carolina citizens have no or inadequate savings for retirement, and an estimated 1.7 million North Carolina working families, including employees, independent contractors, and the self-employed, have no access to an employer-sponsored retirement plan or program or any other easy way to save at work; and Whereas, it is the policy of the State to assist the North Carolina private-sector workforce, including in particular moderate- and lower-income working households, to voluntarily save for retirement, including by facilitating saving in individual retirement accounts (IRAs) as well as by encouraging employers to adopt retirement savings and other retirement plans for employees in the State; and Whereas, more adequate, portable, low-cost, and consumer-protective retirement saving by North Carolina households will enhance their retirement security and ultimately reduce the pressure on State public assistance programs for retirees and other elderly citizens and the potential burden on North Carolina taxpayers to finance such programs; and Whereas, the General Assembly intends to establish a North Carolina Work and Save Program that will use the services of competent and qualified private-sector entities selected by the North Carolina Small Business Retirement Savings Program Board to administer the Program and manage the funds on behalf of the Program participants; and Whereas, the North Carolina Department of State Treasurer manages the State's finances, including pensions, healthcare, investments, and unclaimed property; Now, therefore, | In Committee |
H434 | Lower Healthcare Costs | AN ACT LOWERING HEALTHCARE COSTS AND INCREASING PRICE TRANSPARENCY. Whereas, rising healthcare costs place a significant financial burden on individuals, families, employers, and taxpayers, greatly contribute to inflation, and make it increasingly difficult for residents to access essential healthcare services; and Whereas, North Carolina has intolerably high healthcare costs, with recent studies ranking the State 50th out of 50 in the United States; and Whereas, skyrocketing healthcare costs have resulted in over 40 percent of Americans reporting some type of healthcare debt, according to one study; and Whereas, many patients face unexpected medical bills due to a lack of disclosure about out-of-network providers and a general lack of transparency in healthcare pricing, resulting in financial strain and hardship; and Whereas, employers are burdened with the increasing costs of providing health insurance for employees, leading to higher premiums, deductibles, and out-of-pocket expenses; and Whereas, patients and employers are often unable to compare the costs of medical services due to a lack of clear and accessible pricing information, hindering their ability to make informed decisions; and Whereas, the absence of price transparency in the healthcare system leads to market inefficiencies, less awareness of price difference, less competition, and higher prices, with consumers often unable to identify the most cost-effective providers; and Whereas, transparency in healthcare pricing allows consumers to shop for affordable healthcare services and encourages competition among healthcare providers to offer more competitive pricing; and Whereas, providing consumers with clear, understandable, and accessible information about the costs of healthcare services will foster a more competitive and patient-centered healthcare market; and Whereas, requiring healthcare providers and insurers to disclose their prices in advance, including all providers and services a patient may need, both in-network and out-of-network, will enable consumers to make more informed choices about their care, leading to better healthcare outcomes at lower costs; and Whereas, price transparency will incentivize hospitals and healthcare providers to improve the quality of care while reducing prices, to the benefit of patients and employers; and Whereas, clear pricing and competition among healthcare providers will encourage innovation in healthcare delivery and improve overall efficiency within the system; and Whereas, empowering patients and employers with pricing information will help create a healthcare system that prioritizes affordability, access, and choice; and Whereas, President Trump recently signed an Executive Order to make healthcare prices transparent, "empower[ing] patients with clear, accurate, and actionable healthcare pricing information," also "ensur[ing] hospitals and insurers disclose actual prices, not estimates, and take action to make prices comparable across hospitals and insurers, including prescription drug prices"; Now, therefore, | Crossed Over |

Whereas, good oral health is vital to good overall health, and untreated oral health conditions negatively affect overall health and have associations with chronic disease, including diabetes, heart disease, kidney disease, Alzheimer's disease, and even mental illness; and Whereas, the failure to adjust reimbursement rates to account for increasing inflation and costs over the last fifteen years has resulted in reduced dental provider participation in Medicaid; and Whereas, regular preventative dental care is the most cost effective method available to prevent minor oral conditions from developing into more complex oral and physical health conditions that would eventually require emergency and palliative care; and Whereas, in order to improve overall health and access to quality care, increase provider participation in Medicaid, and prevent future health conditions caused by overall health problems, it is in the best interest of the State to raise Medicaid reimbursement rates paid to dental care providers from 35% to 46% of the average dentist charges in 2023 in order to provide rates that are comparable with the Medicaid rates of surrounding states; Now, therefore, | In Committee |
H46 | Make Healthcare Affordable | AN ACT TO DISCLOSE THE COST OF STATE GOVERNMENT HEALTH INSURANCE MANDATES ON NORTH CAROLINA'S EMPLOYERS AND TAXPAYERS. Whereas, the rising healthcare costs in North Carolina place a significant financial burden on individuals, families, employers, and taxpayers, greatly contribute to inflation, and make it increasingly difficult for residents to access essential healthcare services; and Whereas, North Carolina has intolerably high healthcare costs, with recent studies ranking the state 50th out of 50 in the United States; and Whereas, government-mandated health insurance requirements for employers in North Carolina lead to higher premiums, placing undue financial strain on employers, particularly small businesses; and Whereas, health insurance mandates on the North Carolina State Health Plan for Teachers and State Employees carry a cost that is ultimately paid for by taxpayers and divert resources away from other critical public services and economic investments; and Whereas, many consumers in North Carolina are forced to pay for health insurance coverage they neither need nor use as a result of government-mandated benefits that do not align with their personal healthcare needs or preference; and Whereas, the continued escalation of healthcare costs driven by government mandates exacerbates the rising cost of living, as individuals and families struggle to afford both premiums and out-of-pocket expenses for necessary care, and the rising cost of doing business, as employers struggle to continue offering health insurance to employees; Now, therefore, | In Committee |
