The system produces an image of a motor vehicle exceeding the posted speed limit by 11 miles an hour or more in the highway work zone, including the motor vehicle's license plate number, and a notice of violation is sent to the owner of the motor vehicle, who is subject to a warning for a first offense and a fine for a 2nd or subsequent offense. The system is maintained by an operator who is responsible for calibrating the system and certifying that the system is in proper working order. Personally identifiable information of motor vehicle owners and motor vehicles captured by the system is confidential and not a public record under the Freedom of Access Act. In Committee

LD1804 An Act Concerning Funding and Oversight of Transportation Matters This bill amends the laws related to legislative oversight of transportation funding and use of the funds from the Highway Fund. The bill: 1. Codifies the joint standing committee of the Legislature having jurisdiction over transportation matters as having jurisdiction over the Highway Fund. It updates references to the Highway Fund; 2. Establishes a minimum level of funding for transportation infrastructure programs related to bridges, highway lights and multimodal transportation, and requires the State Budget Officer to adjust the minimum level of funding by the percentage change in the Consumer Price Index each biennium beginning July 1, 2027; 3. Increases, from 40% to 60%, the percentage of automobile-related sales and use taxes transferred to the Highway Fund and adds automobile-related sales and use taxes to the list of revenue that is allocated to and becomes part of the Highway Fund beginning July 1, 2027; 4. Provides for the net revenue from liquor operations to be deposited as undedicated revenue to the General Fund, rather than being split between undedicated revenue to the General Fund and undedicated revenue to the Highway Fund; 5. Provides for state funding for the Department of Public Safety, Bureau of State Police to come solely from the General Fund, rather than being split between the General Fund and the Highway Fund, beginning in fiscal year 2027-28; 6. Removes the Department of Public Safety, Bureau of State Police from the list of allowable uses of the Highway Fund; 7. Adds multimodal transportation to the list of allowable uses of the Highway Fund; 8. Redefines “transportation infrastructure” to mean the infrastructure, assets, facilities and systems related to all modes of transportation, including highways, bridges, aviation, transit, railroads, ferries, ports and other marine infrastructure, trails and bicycle and pedestrian facilities, as well as all buildings, utilities and other appurtenances related to those modes; 9. Removes the designation of project-specific and nonproject-specific procurement and retains the provision that the Department of Transportation has full power to purchase all supplies, materials and equipment that are incidental to, or necessary for, construction, improvement or maintenance of transportation infrastructure; and 10. Requires, beginning March 1, 2026, the Department of Transportation and the Maine Turnpike Authority to submit biennial reports in each even-numbered year, summarizing the procurement activities over the preceding 2 calendar years. LD886 An Act to Regulate Medication Abortions This bill regulates medication abortions, which are abortions resulting from the ingestion of a chemical agent or drug. The bill: 1. Prohibits purchasing or obtaining through online sources a chemical agent or drug used for medication abortions; 2. Requires a person opting to undergo a medication abortion to obtain a chemical agent or drug through a prescription from a licensed health care professional and requires that licensed health care professional to oversee the abortion in person; and 3. Requires the licensed health care professional to inform the patient: A. Of the physical steps involved in the medication abortion; B. What the patient will experience as a result of ingesting the chemical agent or drug; C. Of any physical, emotional or spiritual risks of undergoing the medication abortion; and D. LD1549 RESOLUTION, Proposing an Amendment to the Constitution of Maine Regarding the Use and Oversight of Transportation-related Revenues This resolution proposes to amend the Constitution of Maine to provide that, beginning July 1, 2027, at least 60% of automobile-related sales and use tax revenue must be transferred to the Highway Fund and must be expended solely for costs of all modes of transportation, including public highways, bridges, aviation, transit, railroads, ferries, ports and other marine infrastructure, trails, pedestrian infrastructure and bicycle facilities and related appurtenances. LD1762 An Act to Protect Recreational Trails by Establishing the Trails for the Future Program This bill creates the Trails for the Future Fund and the Trails for the Future Program to protect public access to established recreational trails, including snowmobile trails and all-terrain vehicle, or ATV, trails, through the acquisition of property and the establishment of easements. The bill requires that an acquisition or grant made pursuant to the program is subject to the requirement that the recreational trail on the property may not be altered or developed in a manner that precludes its existing use, including use by a snowmobile or by an ATV, if applicable. The bill also requires that any change to the access or layout of a recreational trail protected pursuant to the program must be approved by the snowmobile club, ATV club or another club or group that maintains the recreational trail. If no club or group is responsible for maintaining the recreational trail the proposed changes must be approved by the Commissioner of Agriculture, Conservation and Forestry. Dead

LD937 An Act to Establish a Permit to Hunt Coyote over Bait This bill establishes that a person who possesses a valid hunting license may obtain a permit to hunt coyote over bait between September 1st and December 15th in wildlife management districts 1 to 14, 18, 19, 27 and 28, as long as the person places coyote bait in towns known to have active deer wintering areas and the person follows other bait placement and use provisions already in statute. The bill also directs the Commissioner of Inland Fisheries and Wildlife to establish rules related to the placement of coyote bait and sets a fee for the permit at $4. Dead

LD1532 An Act to Expand the Department of Inland Fisheries and Wildlife Outdoor Education Programs to Schools and Communities This bill allows the Department of Inland Fisheries and Wildlife to conduct the department's educational programs at locations owned by 3rd parties through leases or partnerships with the 3rd parties. The bill allows the Department of Inland Fisheries and Wildlife to collaborate with the Department of Education to develop a curriculum for a program to allow the program to count as secondary school instruction. A secondary school may elect to participate in the program, which may be held in whole or in part at the 3rd- party location or the secondary school or a school administrative unit facility. Members of the public and homeschoolers may attend the programs. The bill directs the Department of Inland Fisheries and Wildlife to secure at least 3 locations in geographically diverse areas of the State by January 1, 2026 and to develop a curriculum for one or more programs to be conducted at the locations as soon as practicable in 2026. The bill also provides that if the municipal officers or county commissioners have declared a town way discontinued by abandonment and have retained a public easement in the abandoned town way under this section for less than 15 years, the municipality, county commissioners or an abutter on the way, acting with the written permission of the municipal officers or county commissioners, may remove any gates, bars or other obstructions in the town way. LD429 An Act to Track Certain Information Regarding and Seek Federal Reimbursement for Medical Care Provided to Asylum Seekers This bill requires a hospital to collect information from a patient seeking care regarding the patient's immigration status. The hospital must inform the patient that the patient is not required to provide this information and that declining to provide this information does not preclude a patient from receiving medical care. The hospital must also inform the patient that the patient's immigration status does not affect the patient's ability to receive medical care at the hospital. A hospital must, by January 1, 2027 and on a quarterly basis thereafter, provide a report to the Department of Health and Human Services providing the aggregate cost of medical care provided to patients who are asylum seekers. The department is required to provide, by March 1, 2027 and annually thereafter, a report to the Governor and to the joint standing committee of the Legislature having jurisdiction over health and human services matters that provides information on the aggregate cost of medical care provided to patients who are asylum seekers. The department is required to establish routine technical rules to implement the requirements of this legislation. The bill also requires the department, by July 1, 2027 and annually thereafter, to submit a written request to the United States Department of Health and Human Services, Centers for Medicare and Medicaid Services seeking reimbursement for the aggregate cost of medical care provided to asylum seekers during the prior year. LD433 An Act Relating to Requirements for School Bus Drivers This bill clarifies the law governing school bus operator endorsements. It provides that the endorsement is contingent on the applicant meeting certain federal requirements only if there is no waiver of those requirements in place. It also clarifies that the requirement that the applicant pass an examination of the person's ability to operate a vehicle of comparable type to a school bus does not include an ability to operate a combination vehicle consisting of a truck tractor and semitrailer. The bill also directs the Secretary of State to seek from the United States Department of Transportation, Federal Motor Carrier Safety Administration a waiver of the engine compartment component of the pre-trip vehicle inspection skills testing requirement in 49 Code of Federal Regulations, Section 383.113(a)(1)(i), known as "the under-the-hood" component, for commercial driver's license applicants seeking the school bus and passenger endorsements, as well as a waiver of the requirement in 49 Code of Federal Regulations, Section 383.133(c)(1) that the State administer this portion of the pre-trip vehicle inspection skills test in accordance with a Federal Motor Carrier Safety Administration pre-approved examiner manual. The Secretary of State may seek additional waivers of requirements that the Secretary of State determines are unnecessary for operation of a school bus in this State. The Secretary of State is directed to report to the Joint Standing Committee on Transportation by December 3, 2025 on the progress in obtaining the waivers, as well as any related changes in federal law or regulations that may be pending or have taken place. LD1709 An Act Regarding Antique Automobiles This bill reduces the age that an automobile or truck must be to be considered an antique auto in the motor vehicle laws from 35 years old to 25 years old. This age requirement was increased from 25 years old to 35 years old in Public Law 2023, chapter 634. The bill requires a person registering an antique auto to show proof of registration and insurance for the motor vehicle used as that person's primary mode of transportation of passengers or goods and maintain the registration and insurance for that motor vehicle or a replacement motor vehicle during the term of registration of the antique auto. A person may not operate an antique auto when a motor vehicle used as that person's primary mode of transportation of passengers or goods is not registered and insured. A person who violates this provision commits a civil violation for which a fine of not more than $2,500 may be adjudged and for which the Secretary of State may immediately revoke the registration for the antique auto. LD499 An Act to Prohibit Geoengineering This bill prohibits a person from engaging in, authorizing or providing funding for any activity that constitutes or involves geoengineering. Geoengineering is defined in the bill as the deliberate, large-scale intervention in the Earth's natural systems for the purpose of counteracting climate change, including, but not limited to, carbon dioxide management, solar radiation management, stratospheric aerosol injection and weather modification techniques. Certain scientific research activities authorized by the Department of Environmental Protection are exempted from this prohibition. The department is charged with enforcing the prohibition, and a person that violates the prohibition commits a Class E crime and is subject to a fine of $10,000 for each day the violation continues. LD934 An Act to Provide 100 Percent of the Maine Resident Homestead Property Tax Exemption Amount to Seniors and Veterans Under the Maine resident homestead property tax exemption, an eligible homestead is entitled to an exemption of $25,000 of the just value of the homestead. The actual amount of the exemption is based on the certified assessment ratio provided by a municipality to the Department of Administrative and Financial Services, Bureau of Revenue Services. Unless the municipality has a certified assessment ratio of 100%, the exemption amount is less than $25,000. This bill provides 100% of the exemption amount, regardless of the assessment ratio of the municipality, to an individual who qualifies for the Maine resident homestead property tax exemption and is either at least 65 years of age or a veteran who served in the Armed Forces of the United States. This bill also requires the State to reimburse a municipality for 100% of the revenue lost as a result of this full exemption. Currently, the State reimburses municipalities 76% of the revenue lost due to the Maine resident homestead property tax exemption. Dead
