LD1853 An Act to Establish an Educational Tax Credit Program to Help Parents Pay for Nonpublic School Tuition and Fees This bill expands the State's public education obligation beyond solely public schools to include the education of all eligible persons within a school administrative unit. It establishes a refundable tax credit program for parents or guardians of eligible students enrolled in nonpublic schools. The credit is equivalent to 70% of the cost of publicly funded education. The credit is delayed for those currently enrolled in nonpublic schools until the 2027-2028 school year. The bill establishes a companion tax credit in the Maine Revised Statutes, Title 36, chapter 822. Dead
LD1505 An Act to Phase out the Sales and Use Tax This bill phases out the tax imposed on the sale of tangible personal property, products transferred electronically and taxable services by reducing the tax rate by 1/2 of a percentage point every 2 years, beginning January 1, 2026, until the rate is 0% for each category of tangible personal property, products transferred electronically or taxable service subject to sales tax. Since use taxes are based on the sales tax rate, use tax rates will also be decreased a commensurate amount. The bill also requires the State Tax Assessor, the month before a decrease is scheduled to take effect, to publish on the bureau's publicly accessible website the new rates and to submit a bill to the joint standing committee of the Legislature having jurisdiction over taxation matters making the statutory changes necessitated by the decreased rates. The funding for these hope accounts comes from shifting 90% of the essential programs and services funding that would otherwise be provided by the State and by the school administrative unit for each qualified student into a hope account.
